Union Environment, Forest and Climate Change Minister Bhupender Yadav chaired a high-level meeting with Delhi Chief Minister Rekha Gupta to review the capital’s Air Pollution Mitigation Action Plan ahead of the winter season.
The meeting, held yesterday, assessed measures already implemented, evaluated progress on the ground, and discussed additional interventions required before and during the peak pollution months.
As part of the action plan, the government will implement the ‘No PUCC, No Fuel’ policy at all fuel stations equipped with Automatic Number Plate Recognition (ANPR) systems through a combination of awareness campaigns and strict enforcement. A complete ban on dust-generating demolition and outdoor construction activities will remain in force from November 1 to January 31.
To encourage the use of public transport, a dedicated campaign will promote the Delhi Metro Sarthi App, aimed at strengthening last-mile connectivity for commuters.
The government will also intensify plantation drives and undertake greening initiatives in identified brownfield areas. The proposed Winter Protocol includes restrictions on polluting vehicles, higher parking charges, staggered office timings, and work-from-home arrangements to reduce emissions during periods of severe air pollution.
In addition, the EV Policy 2026 and the Parivartan Scheme will be promoted through registration drives and public outreach programmes under the Jan Bhagidari initiative.
During the meeting, the Union Environment Minister directed authorities to organise Jan Bhagidari events at all 37 identified pollution hotspots in Delhi by next month to enhance public participation in pollution-control efforts.
Chief Minister Rekha Gupta stressed the importance of ensuring that all decisions and action points translate into effective implementation on the ground, emphasizing accountability and timely execution of the proposed measures.
