In a move aimed at reducing the toll burden on residents living near National Highway fee plazas, the Centre has introduced a concessional annual pass for non-commercial vehicle owners residing within a 20-kilometre radius of toll collection points.
The new provision, notified under the National Highways Fee Rules, will come into effect from November 1, 2026, offering local commuters an alternative to the existing monthly pass system.
Under the scheme, eligible vehicle owners with valid FASTags can obtain an annual local pass for ₹1,500 at toll plazas located outside municipal or town limits and ₹3,000 for plazas situated within municipal or local urban areas.
The Ministry of Road Transport and Highways said the pass will be valid only for a specific toll plaza and cannot be used at other fee collection points.
The concession is expected to benefit thousands of residents who regularly cross nearby toll plazas for work, education, healthcare and other daily travel needs. Eligible users can choose either the existing monthly pass or the newly introduced annual pass.
However, the facility will not be available on National Highways or expressways operating under a closed toll collection system.
It will also not apply where service roads or alternative routes are available for local commuters.
The annual pass will be issued at eligible toll plazas from November 1 and will become available through the Rajmargyatra App from December 1.
The ministry said the measure is intended to improve ease of commuting for local residents while making toll payments more economical. With more than 13 crore FASTags issued across the country, the government expects the scheme to simplify travel for frequent users living near toll plazas.
