New Delhi: BRICS member countries have expressed concern over the continuing tensions in West Asia and called for maximum restraint, urging all sides to avoid actions that could further escalate the situation.

The appeal was made in a joint declaration adopted unanimously at the conclusion of the 12th BRICS Parliamentary Forum in New Delhi.

The declaration called for the protection of civilians and civilian infrastructure in accordance with the principles of the United Nations Charter, including respect for the sovereignty and territorial integrity of states. The member countries also advocated greater use of dialogue and diplomacy to promote lasting peace, security and stability in the region.

On the economic front, BRICS members stressed the importance of maintaining the uninterrupted flow of global trade, supply chains and energy. The declaration also expressed opposition to unilateral coercive measures and sanctions viewed as inconsistent with international law, citing their potential impact on economic development and international cooperation.

The forum reaffirmed support for reforms aimed at making global governance institutions more representative, equitable and accountable. Member countries noted the growing role of emerging economies and developing nations in shaping the international order and highlighted the contribution of the Global South to global development.

The declaration also reiterated BRICS’ commitment to combating terrorism in all its forms and manifestations. The member countries condemned the April 22, 2025 terrorist attack in Jammu and Kashmir, which resulted in the deaths of 26 people, and called for stronger international cooperation against terrorism, including action against terror financing, cross-border terrorism and safe havens.

BRICS members underscored the need for a zero-tolerance approach to terrorism and rejected double standards in counter-terrorism efforts. They also emphasised that terrorism should not be linked to any religion, nationality, civilisation or ethnic group.

Addressing climate change, the declaration called for enhanced international cooperation to implement national climate commitments, strengthen mitigation and adaptation measures, and support just transition pathways.

The two-day forum, held under the theme “Fostering Parliaments for People-Centric Development,” brought together parliamentary representatives from Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, South Africa and the United Arab Emirates.

The participating countries congratulated India on hosting the forum and expressed appreciation for the hospitality extended by the Parliament and the people of India.
