Domestic LPG consumers across the country will be required to complete Biometric Aadhaar Authentication (BAA) by October 1, 2026, to continue booking LPG refills at the regulated selling price along with the applicable government subsidy.
The move is aimed at ensuring that subsidised LPG cylinders reach only genuine beneficiaries and preventing misuse of domestic LPG connections for commercial or industrial purposes.
According to official information, linking LPG connections with Aadhaar-authenticated consumers will help eliminate duplicate and ineligible connections, improve transparency and ensure targeted delivery of subsidies.
Authorities have clarified that the initiative is not intended to deny LPG services to any eligible household and multiple channels have been provided to facilitate the authentication process.
What Will Change From October 1?
Consumers who have already completed Biometric Aadhaar Authentication will not be required to undergo the process again, and their LPG refill bookings will continue without any changes.
However, consumers who have not completed the authentication process will only be able to book subsidised LPG refills after completing BAA.
How Consumers Can Complete BAA
Consumers can complete the authentication process through any of the following methods:
- At the time of LPG delivery: Delivery personnel can complete authentication on the spot using Oil Marketing Company (OMC) mobile applications.
- At LPG distributor showrooms: Consumers may visit their authorised distributor and complete biometric verification.
- Through OMC mobile applications: Self e-KYC can be completed using:
- IndianOil ONE for Indane customers
- HelloBPCL for Bharatgas customers
- HP PAY for HP Gas customers

LPG Still Available Without BAA, But at Market Price
Consumers who are unwilling or unable to complete Biometric Aadhaar Authentication can continue to receive LPG supplies.
However, they will need to register their preference through their OMC’s digital platforms, including consumer portals, mobile applications, WhatsApp chatbots, IVRS systems and other authorised channels.
Such consumers will receive LPG cylinders at the applicable market price, without subsidy benefits, in 5 kg or 10 kg cylinder categories, subject to local availability.
Nearly 90% Consumers Have Already Completed Authentication
As of September 19, 2026, out of the country’s active domestic LPG consumers, 27.43 crore consumers had completed Biometric Aadhaar Authentication, representing a coverage of 89.9 per cent.
The government had initially asked consumers to complete BAA by June 30, 2026. The deadline was subsequently extended multiple times to facilitate greater participation before being fixed at September 14, 2026.
Nationwide Awareness Campaign
Since October 2023, Oil Marketing Companies have been running a large-scale awareness campaign to encourage consumers to complete authentication.
More than 12 crore SMS and WhatsApp messages have been sent to consumers. LPG distributors and delivery personnel have also carried out individual follow-ups, while special camps have been organised at distributorships, public locations and rural areas.
In addition, awareness efforts have included IVRS reminders, app notifications, newspaper advertisements, social media outreach and other communication channels.
Why the Government Is Insisting on Authentication
Officials say domestic LPG continues to be sold below its actual cost. The implicit subsidy during September 2026 is estimated at around ₹210 per 14.2 kg cylinder, while it rose to ₹721 per cylinder in June 2026.
To support affordable LPG access, the government provided compensation of ₹22,000 crore to Oil Marketing Companies in FY 2022-23 and is providing ₹30,000 crore during FY 2025-26 and FY 2026-27.
Despite this support, accumulated under-recoveries of public-sector oil marketing companies on domestic LPG exceeded ₹62,000 crore as of August 31, 2026. Officials maintain that ensuring subsidies reach only eligible consumers is essential for sustaining the scheme.
