Authorities in many state governments including that of Delhi and Uttar Pradesh have decided to seal COVID19 hot spots in absolute curfew like scenario from midnight 08 April 2020 itself, thereby advancing the date by a week of a similar plan envisaged earlier.
According to the earlier plan, sealing of such hot spots and additional 28-day lockdown was planned from 15 April 2020 onwards.
One of the reasons that has forced Delhi and UP governments to immediately implement the sealing procedure is emergence of virus cases due to alleged uncivil behavior by followers of Tablighi Jamaat, the preaching community of Islam.

The above NOIDA list contains locations of CronaVirus active cases found in 10 epicenters spread over 12 clusters zones.
In all the 34 localities have been covered in the current phase of sealing exercise by District Magistrate of Gautam Budh Nagar (otherwise known as NOIDA).
Last weekend, the Central Government had released blue book on COVID19, a ready reckoner for all agencies to implement sealing or any such operations to contain the spread of CoronaVirus.
On Wednesday, senior officials from the Union Health Ministry stated that decision to advance the implementation of ‘Containment Zones’ and Buffer Zones’ is strictly going by the 20 page document.
To begin with in Uttar Pradesh, sealing of 104 hot spots in 15 districts have been announced including many localities in state capital Lucknow.
“There is an emergent and urgent need to capture the spread of virus within the confines of these zones”, said Health Ministry officials.
The “Containment Plan for Large Outbreaks COVID19”, Ministry of Health has defined what is a Geographic Quarantine (GQ) and what does a ‘cluster containment strategy’ means;
The COVID29 blue book says – Geographic quarantine (cordon sanitaire) strategy calls for near absolute interruption of movement of people to and from a relatively large defined geographic area where there is single large outbreak or multiple foci of local transmission of COVID-19.
In simple terms, it is a barrier erected around the focus of infection.
Geographic quarantine shall be applicable to such areas reporting large outbreak and/or multiple clusters of COVID-19 spread over multiple blocks of one or more districts that are contiguous.
And Cluster Containment Strategy, according to COVID19 blue book means;
The Cluster Containment Strategy would be to contain the disease within a defined geographic area by early detection of cases, breaking the chain of transmission and thus preventing its spread to new areas. This would include geographic quarantine, social distancing measures, enhanced active surveillance, testing all suspected cases, isolation of cases, quarantine of contacts and risk communication to create awareness among public on preventive public health measures.
