A revised edition of COVOD19 ‘Blue Book’ on how to combat the pandemic situation was issued on Friday morning 17 April 2020.

It highlights two major concerns.

Firstly, the document reiterates that nobody knows how CoronaVirus started.

And secondly, confusion has been resolved regarding, how to declare a spot or a cluster as a ‘large outbreak’ zone.

The new COVID19 blue book states that going forward ‘where ever there are more than 15 active COVID19 cases’ that place can be declared as a ‘large outbreak’ area.

Such zone or large outbreak area will be sealed-off for at least 28 days restricting movement of population.

Technically speaking, the area District Collector can declare such an area as a big danger zone and go ahead with strict measures in an attempt to break the chain of virus.

On 4 April 2020, the Union Health Ministry had issued the first edition of a detail ‘Containment Plan for Large Outbreaks: Novel Coronavirus Disease’.

The anomaly in that document was the absence of a clear definition as to when an infected area becomes a large outbreak zone.

From now onwards, with the new and revised action plan in place, a district collector can notify any place having more than 15 positive COVID19 cases as a danger zone.

Regarding the mystery of alleged source of CoronaVirus, the new ‘blue book’ maintains that issue is still ‘under investigation’.

‘At the time of writing this document, many of the crucial epidemiological information particularly source of infection, mode of transmission, period of infectivity, etc. are still under investigation’.
